The Andrew W. Marshall Foundation (AWMF) is pleased to share the publication of Cognitive Competition, Conflict, and War: An Ontological Approach, by the 2022-23 Andrew W. Marshall Scholar, Robert “Jake” Bebber, PhD. Jake serves as a Cryptologic Warfare Officer in the U.S. Navy and his paper was produced through a cooperative program between AWMF and the Hudson Institute.
Jake’s paper examines the operations and technologies that target decision-making and raises important considerations for the future of warfare:
Cognitive warfare represents the culmination of this evolution in how countries conduct military operations and calls into question whether traditional kinetic operations alone are necessary to achieve an aggressor’s objectives.
Recently, Jake also presented his work in a recorded video conversation with Bryan Clarke, senior fellow and director of Hudson’s Center for Defense Concepts and Technology.
Jake’s work is at the forefront of not just cognitive warfare, but neural based warfare — how the brain makes decisions and how one might use neural warfare to persuade or manipulate an adversary’s decision making. The issues Jake raises are problems we should be thinking about seriously to address the revolution in military affairs facing the U.S.– the outcome of which will forever change both the nature and character of warfare.
