Yelena Biberman

Dr. Yelena Biberman is an associate professor of political science at Skidmore College and a recognized expert on great-power competition, proxy warfare, emerging and disruptive technologies, and security in South Asia. She is the author of Gambling with Violence: State Outsourcing of War in Pakistan and India, a highly regarded analysis of state alliances with armed nonstate actors, and the forthcoming Genetic Superpower: International Rivalry in the Age of Weaponizable Biotechnology (Oxford University Press). Her research examines how artificial intelligence, biotechnology, and other frontier technologies are transforming international security. Dr. Biberman’s work has appeared in leading academic journals and policy outlets, including Foreign Policy, Military Review, and the Washington Post. She holds a B.A. from Wellesley College, an M.A. from Harvard University, and an M.A. and Ph.D. from Brown University. She is an affiliate at Harvard University’s Davis Center for Russian and Eurasian Studies, and her honors include the Fulbright and Wilson China Fellowships, as well as past appointments at the Modern War Institute at West Point and the Atlantic Council’s South Asia Center. She is currently developing a strategic forecasting initiative with her former students that connects human expertise and agentic AI.
