Sam Bresnick and Cole McFaul Named as Andrew W. Marshall Fellows

Jaffrey, NH – The Andrew W. Marshall Foundation (AWMF) welcomes Sam Bresnick and Cole McFaul as the 2025-2027 Andrew W. Marshall (AWM) Fellows, hosted in residence at the Center for Security and Emerging Technology (CSET) at Georgetown University.
As Fellows, Mr. Bresnick and Mr. McFaul are addressing important questions about our competitors’ strategic investments in emerging technology. “The questions asked by curious, bold thinkers like Sam and Cole exemplify Andrew Marshall’s approach to strategic thinking about the future. We are excited to work with CSET to support Sam and Cole’s intellectual endeavors,” said Jaymie Durnan, AWMF Co-founder and Chair.
“Sam and Cole’s research uses a variety of Chinese sources — from academic writings to administrative and contractual data — to shed light on how the Chinese military is thinking about using artificial intelligence, and how China’s research ecosystem and defense industrial base are working together to convert that thinking into actual capabilities. AWMF’s support will be key in helping Sam and Cole carry out their work to understand China’s AI efforts,” CSET Director of Analysis Igor Mikolic-Torreira said.
Mr. Bresnick currently serves as a Research Fellow at CSET, where he is examining China’s approach to developing and deploying AI in national security contexts. Mr. McFaul is a Research Analyst at CSET. His current research includes analysis of China’s AI-related defense industrial base, the role of China’s S&T-focused stock exchanges in emerging technology development, and China’s basic research ecosystem.
Established in January 2019, CSET is a research organization focused on studying the security impacts of emerging technologies, supporting academic work in security and technology studies, and delivering nonpartisan analysis to the policy community.
Founded by Andrew Marshall and Jaymie Durnan, AWMF’s mission is to foster a community of people who bring novel insights and interdisciplinary research to the strategic questions facing the United States.
