Stephanie Papa is an accomplished leader with experience in program design and development, strategic planning, and nonprofit management. With a diverse background in philanthropy, higher education, and analysis, she is recognized for her ability to unite cross-functional teams, design and implement effective programming, and drive organizational missions forward. She is committed to empowering individuals and fostering innovation to address critical challenges in U.S. national security.
Serving as the Executive Director of the Andrew W. Marshall Foundation since February 2021, Stephanie has played a pivotal role in establishing AWMF as a public-facing private operating foundation. She oversees a diverse portfolio of programs and initiatives and is responsible for translating strategic visions into actionable plans and outcomes.
Stephanie’s previous experience includes positions at Johns Hopkins SAIS and SAIC (formerly Scitor Corporation), where she held roles in program and research administration, interdisciplinary research team management, and strategic analysis. At Johns Hopkins SAIS, Stephanie played a critical role in establishing the Diplomatic Capacity Index, the National Security Scholars and Practitioners Program, and the America in the World Consortium. At SAIC, she served as an assistant to the founding director of the Office of Net Assessment at the U.S. Department of Defense.
She holds a Master’s degree in International Relations and Economics from Johns Hopkins SAIS and a Bachelor’s degree in Anthropology and International Studies from Washington University in St. Louis.
